General Statement of Duties:  Provide overall management, coordination, and growth of the HIV and SUD Programing including: Harm Reduction, Overdose Education Naloxone Distribution (OEND), Screening, Sustenance Use Disorder (SUD), LGBTQ+, and Medical Case Management services. Oversee and ensure a comprehensive, efficient, effective and integrated service delivery process throughout the HIV/Harm Reduction Programing.  Work collaboratively with leadership team, agency departments, funders, regulatory authorities, government officials, community providers, and others to ensure compliance, quality services and standards consistent with BAMSI mission, visions and values.

Responsibilities

 

  1. Coordinate and oversee service delivery and development for all assigned programs, in accordance with the agency’s Mission, Core Values, and Strategic Plan.
  2. Provide supervision and performance appraisals of assigned direct reports, in accordance with agency and funder policies, standards and practices. Participate in Succession Planning to identify talent/successors.
  3. Monitor, oversee, coordinate and manage the quantity and quality of services provided by staff and ensure that all clinical and non-clinical operations meet agency and funding source standards.
  4. Oversee future development and participate in grant writing processes to grow the HIV, SUD, OEND, Harm Reduction, LGBTQ+, and Medical Case Management Services
  5. Create, collect, analyze, and synthesize all data systems and metrics. Monitor quantity and quality of services, analyze outcomes and make recommendations for improvement.
  6. Oversee and monitor program budgets and overall fiscal performance of programs to ensure sound business practices and efficient utilization of agency resources.
  7. Collaborate with the Finance Department to ensure a comprehensive and well-coordinated effort in budget processes, responding to proposals, and timely submission of contracts, amendments, budgets and other fiscal reports.
  8. Recruit, interview and select for recommendation in hiring of potential employees and complete required documentation in a timely manner.
  9. Maintain and foster a team atmosphere with staff and collaborating providers.
  10. Participate in local, regional, and statewide meetings as assigned or needed.
  11. Work, collaborate and develop relationships with other agency programs, funders, and community based organizations.
  12. Monitor and maintain up-to-date program records in accordance with agency and funder Quality Assurance standards.
  13. Complete all necessary paperwork in a timely and accurate fashion including qualitative and quantitative program reporting and evaluation for agency and funders.
  14. Provide case management and harm reduction and screening services as needed.
  15. Participate in agency meetings and committees as assigned.
  16. Perform duties consistent with agency policies and standards.
  17. Execute duties to reflect reasonable safety standards. Universal/standard precautions must be utilized and training obtained in areas that constitute risk.
  18. Perform other related work duties as needed or as assigned by supervisor.

Qualifications

  • Bachelor’s or Master’s Degree preferred.
  • At least 3 years of supervisory experience required.
  • Work experience in HIV/AIDS, LGBTQ+, Harm Reduction, and/or Substance Abuse Services required.
  • Lived Experience preferred.
  • POC and GLBTQ+-identified individuals strongly encouraged to apply.
  • Experience managing budgets, required.
  • Grant writing experience preferred.
  • Knowledge of HIV/AIDS, substance use, and Harm Reduction principles and practices required.
  • Experience working with communities and/or coalitions preferred.
  • Demonstrate a level of comfort working with diverse populations including: people of color, people who use drugs, people experiencing homelessness, sex workers, LGBTQ+ and/or people recently released from prison.
  • Self-directed, flexible, excellent teaching and interpersonal skills.
  • Excellent organizational and communication (written and oral) skills required.
  • Valid driver’s licensed in state of residence and own means of transportation required.
